Immediately Put in Place a Building Moratorium

The Issue

We don't want to wait until the taps run dry, we are asking the City of Redwood City to immediately implement a twelve to twenty four month moratorium on any new buildings (politically 6-12 months might be more palatable but the reality is that this won't help us as 6 months from now we will have yet to see the results of another winter season and whatever rains or snows it may or may not bring) AND a requirement for buildings in process to identify and fund 160% of projected water needs offset programs similar to the Soquel Creek Water District program before any occupancy permits are issued.


The reality is that non-stop building in Redwood City cannot continue. The City needs to take a pause. We are already dealing with traffic and parking problems. We don't yet know if the way that city planners and developers intended both new residents and new workers to operate will indeed be the way they operate and so whether or not we have the real necessary infrastructure to continue to serve everyone appropriately.


Most critically the whole state is in a drought. Governor Brown has used his emergency powers to announce mandatory statewide cutbacks of at least twenty five percent. Due to its operating history, It now appears that Redwood City will be among those cities with even higher requirements. These mandatory cutbacks will be based on 2013 consumption levels which means that they will be effectively even higher as we have had a number of developments come online this past year. Water is a zero sum resource. Responsible growth requires developing and growing the entire state as well as each municipality in a prudent manner considering the available resources and any constraints in place. Governor Brown understood this was an emergency and used his emergency powers. The City must also do the same.
