Dear Mayor Parker and City Council Members,

We believe that Vietnamese Americans in Philadelphia are not receiving equitable treatment and security from the city's police services. Language barriers, along with discomfort in reporting incidents in English, contribute to the underreporting of crimes against Vietnamese Americans. This lack of reporting leaves our community vulnerable and underserved.

Philadelphia’s Vietnamese American community respectfully requests enhanced mental health, domestic violence support, and security measures to address our community’s critical needs.

Our Requests:

Equitable allocation of mental health and domestic violence resources, ensuring targeted support for Vietnamese Americans.
A dedicated Vietnamese-language helpline for victims and those in crisis, addressing language barriers to accessing vital services.
Culturally sensitive training for first responders and improved city security measures to ensure inclusive and effective support.
Partnership support with Vietgroup Empowers to strengthen advocacy and resources for Vietnamese American residents.
We urge city leadership to take action to secure the well-being, safety, and fair treatment of Vietnamese Americans in Philadelphia.

Kính gởi Thị Trưởng Parker và các nghị viên thành phố Philadelphia

Chúng tôi tin rằng người Mỹ gốc Việt tại Philadelphia chưa nhận được sự đối xử công bằng và an ninh từ các dịch vụ cảnh sát của thành phố. Rào cản ngôn ngữ, cùng với sự không thoải mái khi báo cáo sự việc bằng tiếng Anh, dẫn đến tình trạng tội phạm chống lại người Mỹ gốc Việt bị báo cáo thiếu sót. 

Việc thiếu báo cáo này khiến cộng đồng chúng tôi trở nên dễ bị tổn thương và thiếu sự hỗ trợ cần thiết.

Cộng đồng người Mỹ gốc Việt tại Philadelphia kính đề nghị cải thiện các dịch vụ hỗ trợ sức khỏe tinh thần, hỗ trợ nạn nhân bạo lực gia đình, và các biện pháp an ninh để đáp ứng các nhu cầu thiết yếu của cộng đồng chúng tôi.

Yêu Cầu Chính Của Chúng Tôi:

1. Phân bổ công bằng các nguồn lực cho dịch vụ sức khỏe tinh thần và bạo lực gia đình, đảm bảo sự hỗ trợ riêng cho người Mỹ gốc Việt.
2. Thiết lập một đường dây nóng dành riêng cho người Việt Nam, giúp các nạn nhân và người gặp khủng hoảng có thể báo cáo và nhận hỗ trợ bằng tiếng mẹ đẻ.
3. Đào tạo chuyên sâu về văn hóa cho các lực lượng an ninh và cải thiện các biện pháp bảo vệ an ninh của thành phố.
4. Hỗ trợ hợp tác với Vietgroup Empowers để tăng cường vận động và nguồn lực cho cư dân người Mỹ gốc Việt.
   Với sự hỗ trợ từ chính quyền, chúng tôi hy vọng xây dựng một cộng đồng người Mỹ gốc Việt an toàn và vững mạnh hơn, với các dịch vụ công bằng và hòa nhập.
