Changing Parking Zone 4 to 24h residential parking!

Changing Parking Zone 4 to 24h residential parking!
The Issue
We understand that there is limited space for parking in the city of Miami Beach. Especially now that metered parking went up to $4/h the pressure on the free parking in our zone has gotten unbearable. Unfortunately the residents of the beach are being made to shoulder an extra burden because of non-resident vehicles taking up resident spaces during the day. Parking Zone 4 is the only residential parking zone in South Beach that is entirely located east of Washington Ave and has NO designated 24hr residential parking areas.
The adjacent zone 11 is even further north and has designated 24h residential parking. The next zone north is the Pine tree area with houses and villas with most of them having garages and parking on the property. With that being said there is a 2hr limit for parking.
In contrast zone 4 with the Art Deco apartment buildings that were made without private parking areas, are only restricted to residents from 6pm to 7am.
Zone 4 has become the "go to" area for all the construction workers of South Beach. Some arrive already at 6am or earlier to secure the parking spot and sleep in the car. All the workers of the Hotels in the area try to find a parking in zone 4. Moreover, the Miami Beach Convention Center adjacent to zone 4 makes it even more difficult for the residents to find a parking spot in the daytime with their patrons and employees parking in the “Free Parking on the other side of the street”.
Also, a lot of street parking has been given away or sold to valet companies servicing the new hotels which makes it even more difficult to deal with. Or given to the constructions sites. Yes, there are 5 ongoing construction in this zone. Yes, one is the size of a whole block!
Residents who have paid for a parking permit are allowed to park their cars in the metered parking spaces. This is helpful, but unfortunately the high demand for parking eliminates that as a possibility in most cases. For example, the south side of the parking lot of 21st Street and Collins Ave is always full during the day and most of the vehicles parked there are construction vans.
As residents of zone 4, we depend on street parking and our options are very limited during the day.
How is it possible for the city to sell unlimited parking permits to a very limited parking zone not to mention sell the same parking spots over again to construction and valet?
Shouldn't the city take care of their residents parking needs first?
Why are there no requirements for construction companies to present a parking plan that would include an offsite parking location with a shuttle when petitioning for a construction permit?
With that said the question arise why the Hotels with hundreds of employees don't have to provide a parking plan for their workers?
Our main concern is finding a parking spot when returning home in the daytime. We are asking for residential 24h parking on the streets of zone 4.
Sincerely,
Concerned residents of Zone 4
