The Issue
Possible Funds for the Whispering Hills Park site
There is a possibility of a miracle concerning the Whispering Hills Park site. It has been in limbo for some time as the city indicated they had no funds to allocate to the development of a park. Many Lake Forest residents have been advocating for years to develop the site as a Garden Park or similar, based on the community desires from 3 public workshops. At the October 20, 2020 regular City Council meeting, agenda Item No. 8, the Serrano Summit Plan Amendment, may have the key to funding of the Whispering Hills park. Briefly, the developer Lennar and the City agreed not to develop the 3.2-acre park, known as planning Area 17 (PA17), indicated in the staff report. The agreed upon development cost of $1.75 million dollar will be given to the city for recreation uses. Since the funds come from a park not being developed, the closest park (other than the nature park) and longest planning period for a potential park, is the Whispering Hills park site.
Those interested in seeing the Whispering Hills park developed are asked to speak or write to the City Council to allocate the $1.75 million park In-Lieu fee from Serrano Summit to the Whispering Hills park site. If you would like to attend the November 17, 2020 City Council Meeting. 100 Civic Center Drive, Lake Forest, CA 92630 at 6:30 PM to speak in person during the Public Comment section, it would be appreciated. If you cannot attend, you may submit comments by email as follows: PUBLIC COMMENT PRIOR TO THE MEETING: Members of the public may submit e-comments to council@lakeforestca.gov. E-comments will not be read at the meeting. To ensure staff receives all comments prior to the City Council meeting, please submit email comments no later than 5:00 p.m. the day of the meeting. Email comments received will be uploaded to the agenda packet and made part of the official public record of the meeting.
Our request of the City Council at the November 17, 2020 City Council meeting would be to allocate the Serrano Summit PA 17 In Lieu park funds of $1.75 million to the Whispering Hills park site.
The next step is the City Council would request that the item be added to a future agenda, where a public hearing and decision could be conducted.
