City of Knoxville Retail Ban of Commercially Bred Dogs and Cats

The Issue

The Knox County Animal Cruelty Alliance (KCACA) along with other concerned citizens are calling for the ban of commercially bred puppies and kittens within the City of Knoxville, Tennessee limits. 

Currently, the City of Knoxville ordinances fail to address the origin of puppies and kittens sold in brick-and-mortar stores within City limits. Retail sales of these animals can often be tracked to "puppy mills" and other breeders who are neither licensed by the U.S. Department of Agriculture and/or have a series of violations. 

Retail stores who sell these animals should be banned within the limits of Knoxville, Tennessee. Puppies and kittens sold in a retail setting should only be those that could be adopted and paid for through non-profit organizations such as Young Williams, the Humane Society, and others to ensure that they don't originate from "puppy mills" or other breeders like them. 

We are asking the City of Knoxville City Council to draft and pass changes to current City ordinances to ban the retail sale of puppies and kittens within City limits.
