Protect the neighbors of the old Normandy Farm from rezoning

The Issue

Lineage Hemp, Inc. seeks to have the old Normandy Farm property at 7802 Marsh Road rezoned to remove many protections provided by current zoning. They have supposedly shifted from their original plan of growing hemp at the property after multiple shootings, theft and citations, which gave rise to backlash from neighbors. However, Lineage refuses to provide a site map or concrete details showing how they will use the property. 

The zoning sought by Lineage provides very few limitations on how the property may be used and is intended for uninhibited use of land by farmers in unpopulated areas. Any such rezoning in our residential area must therefore have meaningful added limitations to protect the surrounding neighbors.  Without appropriate restrictions, there is nothing stopping current or future owners from using the land in ways that could pose significant risk to the property value, safety and enjoyment of our and surrounding neighborhoods.  Given the numerous violations for which Lineage has already been cited, the neighbors must have a mechanism for directly enforcing such restrictions.

To date, Lineage has refused the following restrictions:

  1. Specify location/number of greenhouses and turn off lights at night;
  2. No recreational vehicle (RV) parking;
  3. No farm employee living quarters;
  4. No events, such as weddings, festivals and loud concerts;
  5. No game courts;
  6. No livestock (e.g., crowing roosters);
  7. Only grow row crops, fruits and vegetables;
  8. Keep a no-plant and spray setback between neighboring homes;
  9. Honor the prior highly negotiated commitments for the prior farmer’s market; and
  10. Provide the Pike Township Residents Association, Normandy Farms Homeowners Association and surrounding neighbors the ability to enforce these commitments.

This petition does not seek to stop the farming of crops (other than hemp and marijuana) at the Normandy Farm property. However, Lineage Hemp must provide detailed plans, including a site map, showing how they will use the property if rezoning is permitted. Reasonable restrictions must also be put into place that prevent numerous undesirable activities that would otherwise be permitted by the requested rezoning.
