The Issue

This petition is the first of many requests and demands to our City Manager.  

According to our local statutes and policies as it pertains to the Columbia Police Department.

"The city manager may dismiss any employee when he concludes that such dismissal is for the good of the City. The City Manager is not required to give any reason for disciplinary actions or dismissal."

This petition is to demand for Officer Sean Rollins to be fired and also a request for the city to request a Civil Rights investigation by the FBI or DOJ. 

On May 31st 2020 I personally Observed Officer Rollins Fire a less than lethal shot gun into a crowd of protesters.  Although a few protesters were throwing bottles after he raised his gun, the CPD Use of force policy states in section 8.4 that

Direct Fired Specialty Impact Less-Lethal Munitions (Bean Bags): Less lethal specialty impact weapons that are designed to be direct fired at a specific target (“Direct Fired SIM”) including but not limited to flexible batons (“bean bags”), shall not be used for crowd management, crowd control or crowd dispersal during demonstrations or crowd events.
Direct Fired SIM shall only be used against a specific individual who is engaging in conduct that poses an immediate threat of loss of life or serious bodily injury to themselves, officers or the general public when other means of arrest are unsafe, or who is engaging in substantial destruction of property which creates an imminent risk to the lives or safety of other persons, and when the individual can be targeted without endangering other crowd members or bystanders.
Direct Fired SIM may never be used indiscriminately against a crowd or group of persons, even if some members of the crowd or group are violent or disruptive.

May 31st 2020 - Sean Rollins Less Lethal Shotgun

Another incident that was recently in our news and caught my eye when I saw the officer who had striking resemblance to the officer in the video above, which ended up being confirmed by multiple sources who reached out to me including officers within the CPD as being the same man. But late last year Officer Rollins was involved in a shooting where he shot a man in the back of the head at point blank range. The man miraculously survived. But in the video testimony Rollins states that he was being dragged by Mr Legette but in the video, the officer is fully inside the vehicle and It seems to start to move during the struggle which raises a question, did the vehicle get put into drive due to the struggle and not intentionally by the driver?  But once the car stopped after hitting an embankment officer Rollins says that the victim was resisting and ended up grabbing his hand/arm which in turn he hit the victim in the head 2 times with his hand gun and shoots him, all the while the victims hands were above his had while the officer was on his back . This is also a seemingly violation of the use of force policy that states 

A police officer may use deadly force only when:

He/she believes the force is objectively reasonable under the totality of the circumstances or that such force is necessary to protect him/her or others from the imminent danger of serious physical injury or death.

And in the video both of the victims hands are clearly visible when the officer decided to use force that in most circumstances would be deadly. by shooting the victim in the back of the head.

Since I made a post on Facebook I've had countless individuals sending me messages about complaints filed, a few officers stating Rollins is a "problem" in the department etc. This kind of behavior has been proven to 

This petition is to demand release of the Disciplinary files for this officer, to demand our city officials request an investigation  by a national agency into these two incidents and any others that might need further review that are in his file, and the immediate termination of this officer by the City Of Columbia City Manager.
