Establish a drop off/pickup procedure for Uber/Cab drivers at the Charleston Civic Center.
The Issue
Uber, C&H taxi, Autopods, and future transportation options are vastly beneficial to The City of Charleston and surrounding areas.
I have discovered one issue though. Dropping off and picking up passengers at the civic center before and after events is a nightmare. In order to provide an efficient and enjoyable experience, we need to get close as close to the entrance as possible but still be able to stay out of the way of pedestrians and other vehicles in a safe manner. Currently this is almost impossible due to long lines waiting for the nearby garages and swarms of pedestrians walking in the road. I propose The City of Charleston work with the Civic Center, local Uber drivers, Cab drivers, and the public to determine a procedure and area for pickup and drop offs using professional driving services.
Example solution:
Once sufficient construction is completed in the area. Close the two southbound lanes of Clendenin St. during events between the mall and civic center and open the lanes only to pickups and drop offs for professional transportation services, emergency services, and City Vehicles. Access should be controlled using signs, cones,and police officer. The right lane will be used for drop offs and pickups only, the left lane will be used for entering and leaving the area only. This will provide room for drivers to move and prevent one vehicle from slowing down the whole line. At the Quarrier St. intersection traffic should then be controlled by police officer or traffic light. Drivers should not use this area to wait to receive fares. Once a fare is received, the driver may wait enter the area and wait for the passenger(s) to reach the vehicle.Being that this plan utilizes public roads, no extra fee or tax should be levied against the rider, driver, or company for utilizing this plan.
