Hold an Official Public Meeting on Underground Atlanta Before Its Sale

While there has been a decision made to sell Underground Atlanta to an out-of-state developer, there has been insufficient opportunity for public input on the plan for what will happen with this city-owned asset after its sale. The proposed plans that were approved on Thursday, March 16th had only been available to the public for less than 48 hours ahead of a vote on moving forward with a plan that has limited details. This is not enough time for the public to attend and comment on these newly-introduced plans. We support Neighborhood Planning Unit (NPU) M’s request that an official public meeting be hosted by the City of Atlanta so that key stakeholders in the immediate area and around the city can digest and weigh in on the proposed future plan for Underground Atlanta.
Over the past two years, the Center for Civic Innovation has hosted a series of discussions and town halls and conducted an offline and online survey to gather community input on the South Downtown neighborhood and Underground Atlanta. We have had well over 1,000 responses from those interactions! Two major learnings have come from those:
- people do not feel that they have been given the information they need to support or oppose the plan for Underground Atlanta, and
- the current plans that are just now being made public do not reflect what the community has stated as priorities.
After being promised that public questions from these forums would be answered and that more community engagement would take place, that has not happened yet. A written plan and strategy for community engagement and communication that is a required part of the City’s transaction has not been provided yet.
We support the affected NPU M’s request for a public hearing that gives the public notice to attend and to comment on the future plans for Underground Atlanta. In addition, we would like for the City and WRS to have time to take that feedback into consideration for incorporation into a more-detailed plan. We believe this is a fair request given the impact this sale will have on the neighborhood’s current and future residents and business owners.
