Allow K9 handler to purchase his partner

The Issue

Recently New Mexico legalized the use of recreational marijuana. Alamogordo Police Department has two canine officers Moika and Odin; both are narcotics detection and patrol trained. Both were trained to detect for the presence of marijuana, as well as other drugs. The City of Alamogordo is now looking into disposing of both canines. Moika has an injured paw and the city has offered the handler the opportunity to retire his canine partner. Odin, however is in perfect health, and his handler has not been offered the opportunity to either retire or purchase his canine partner.

Odin is a 3 year old Belgian Malinois and has been assigned to his canine handler for two and a half years. Odin was granted to Alamogordo Police Department and only the cost of his training was paid for by departmental funds, for a total of approximately $4000.

In the coming weeks, agencies outside of New Mexico will be coming to assess the canines for purchase. Odin's canine handler has become very attached to his partner. The department and city are not interested in allowing his canine handler to purchase Odin from the department at the cost of his training. 

This petition is addressed to the City of Alamogordo, Alamogordo Police Chief Richard Denton, City Manager Brian Cesar in the hopes of persuading them to allow Odin's canine handler the opportunity to purchase him from the department.
