Lincoln University has filed a proposal to the City of Jefferson to rename six blocks of Lafayette Street “University Avenue.” Lafayette Street has existed in Jefferson City for 178 years. It was established in 1836 by Council Ordinance and is named for the Marquis de Lafayette, the celebrated French statesman, soldier, and close friend of Thomas Jefferson, the city’s namesake. The name has historical and cultural value for its established location and the places, people, events, and information associated with it.
The proposed name change would reduce Lafayette Street to less than half its existing length, diminishing its presence, and the history of a portion of one of the oldest African-American communities in the city known as “The Foot.” The proposed street name change methodology violates City Code (Chapter 25, Sec. 33) street naming convention that mandates streets in alignment with existing streets shall bear the names of existing streets. Furthermore, the name change proposal has not followed City Code procedure that requires the majority of affected property owners’ approval. This proposed change, solicited by Lincoln University and not the affected property owners, would have personal effects on at least 16 private property owners. Street name changes that divide a single road into two separate names create confusion for its citizens and visitors and can have a bearing on public safety and emergency dispatch. City of Jefferson public safety personnel have indicated a preference of not changing street names. Despite the city Planning Staff report to the Planning and Zoning Commission regarding Case No. P14019 stating, “The proposal conflicts with the street naming convention established though the City Code, complicates addressing and provision of emergency services, requires a significant number of address changes for private property owners, and diminishes the history associated with the current street name,” the Planning Staff is recommending approval of the proposal to rename the street.
