There is an old saying "rules are made to be broken". look at those who follow the old saying soon they end up in grief. Humanity has a lot more evil than good, yet good always prevails in the end.  When rules are made, some of his who are already distrusting, rebel. We feel that the rules have become harsh. 

There are rules that are considered informal like the ones that are set in a home or schools or organization. Breaking these guidelines will result in consequences like being grounded or detention. On the other hand there are codified rules and are expected to be followed by the society. Following rules keep pretty much everything in order. Without rules , many things would fall apart. Laws are rules that should be follow, without laws our world would turn into a chaotic mess. Following rules is the one thing keeping this society partially together.
