CITIZENS FOR A SAFE CIVITA! Redesign the Hazardous Connector Road!
The Issue
Petition for Reevaluation of Proposed Road Connector from Phyllis Place to Franklin Ridge Road and Via Alta Place
We, the homeowners of the Civita Community, submit this petition to express our deep concern regarding the proposed road connector to Phyllis Place at Franklin Ridge Road and Via Alta Place. We kindly request the City of San Diego to reevaluate the construction plans and consider the potential adverse effects on our community to preserve the safety, walkability, and overall well-being of the Civita.
Our major concerns are as follows:
Decreased Neighborhood Walkability: The Civita Community was promoted as a walking-friendly neighborhood with various amenities. The proposed road extension threatens the "walking community" atmosphere by introducing significantly more traffic from outside the area, diminishing the safety and appeal of our pedestrian-friendly environment.
Inability to Add Crosswalks: The steep grades and curves of Via Alta Place and Franklin Ridge Road make adding additional crosswalks or traffic calming measures impossible. Each street is .4 miles long, with crosswalks only at each end. This creates a hazardous situation for pedestrians who must traverse streets to access essential facilities such as the dog park, Franklin Ridge Park, and entry/exit points to complexes on these streets.
Increased Traffic and Pedestrian Risks: The higher traffic volume (estimated to be 16 to 24 cars per minute) from the proposed road extension, coupled with increased vehicle speed, raises the likelihood of serious injuries or fatal accidents to pedestrians. This concern is particularly pertinent to the growing number of students accessing Nipaquay Elementary School, impacting traffic flow and pedestrian safety during school hours.
Increased Noise from Traffic and Commercial Vehicles: Adding traffic and, more importantly, introducing commercial vehicles using the connector road threaten our community's peaceful nature. The proposed road extension would subject us to excessive noise and increased vehicle pollution. There will also be increased idle time for residents to enter and exit their complex during commute times, all of which adds to the daily exposure to pollutants of toxic chemicals such as benzene, formaldehyde, and diesel particles.
Increase in Crime: Quick access to a major highway is known to attract an increase in criminal activity. The proposed connector road may become an avenue for criminal elements, jeopardizing the safety and security of our community.
Considering these concerns, we implore the City of San Diego to reconsider the construction plans for this road connector project. We believe that a thoughtful evaluation, considering the unique characteristics of our community, will lead to a decision that preserves the safety, walkability, and overall well-being of the Civita Community.
