We, the residents of Maine and other stakeholders concerned about the Union River watershed, demand that FERC and other relevant natural resource agencies require any reissued license for the operation of the Graham and Leonard Lake dams to include guarantees that Brookfield Power:
1. Install and operate upstream and downstream fish passage, with at least 95% successful passage for all native fish species;
2. Stabilize water levels at Graham Lake to protect at least 25% of the littoral zone and to facilitate lake access and recreation;
3. Reduce maximum water levels on Graham Lake to minimize the intensity and duration of high turbidity events and protect fish eggs, fry, macroinvertebrates, and aquatic plants;
4. Respect the rights of shoreland property owners by reducing the maximum water levels on Graham Lake to protect adjacent properties from erosion, enhance recreation and public safety, and increase property values; and
5. Comply with Section 401 of the Clean Water Act.
