Christine Tell Needs to Resign

The Issue

The Honourable Christine Tell is the Minister of Saskatchewan's Corrections, Policing and Public Safety, throughout the Covid pandemic she has not been very Honourable to the position she holds.  She oversees provincial correctional facilities in Saskatchewan and has done nothing but fail Saskatchewan citizens who find themselves locked up in the facilities she oversees.

Her staff who work in these facilities violate inmates rights every day and while she has had many injustices brought to her attention during the covid pandemic she fails to be accountable for her negligence,  rather than speaking about it, she hides in her legislative office and has her spokesperson do her dirty work.  Enough is enough,  stop being a coward and own up to the negligence you cause.

Covid-19 we saw many situations of negligence.  I sent out many emails from prisoners at Saskatoon Correctional Center who shared their horrible experiences of Covid-19 while incarcerated.  Christine Tell really did nothing at all, but hide in her legislative office.  Now currently Christine Tell is having the finger pointed at her once again, this time for the incident that took place recently at Pine Grove Correctional Center , where 23 women  were exposed to Carbon Monixide  because there were no carbon monoxide detectors.  Once again the Ministry fails to accept responsibility and instead says in a media release that the information media was provided is inaccurate.  This is not inaccurate, it's appalling that the Ministry has no carbon monoxide detectors in the facility when this is mandatory in buildings and homes.  If a landlord failed to have one installed he could be sued and probably charged, why is the government exempt from being held accountable?

In the Statement from Christine Tell regarding her plan for 2021-2022 she states "we will provide supports to ensure our facilities are secure and safe. This includes adequate pandemic responses for staff and inmates".  She has not done this at all, instead she failed so many inmates.  Let's look back on some of the negligent things that took place while she is in office. 

> Covid-19- many inmates caught covid while incarcerated.  She had no plan for what to do when the pandemic hit.  It was never a question of if it hits, but rather when and she was not prepared.  Inmates with covid were placed on units with no covid and eventually covid ran through the institutions. Christine Tell failed those incarcerated in provincial jails. 

> Sharise Sutherland-Kayseas - Christine Tell's ignorance and negligence to these women  such as Sharise,  on numerous occasions brought Sharise to lead a long hunger strike for the rights of women inside Pine Grove.  Sharise has stood up numerous times to fight for the rights of women in Pine Grove who were sitting in segregation for extended periods and time, being mistreated, having their written complaints tossed away by guards,  disregarded by staff and having difficult accessing health care,  which is a fundamental right for all.  Sharise led a hunger strike as she knew this was not right.  She stood up being the voice of herself and the women in segment and she was mistreated even more for what she was doing.  She was exercising her right to the freedom of speech, holding a peaceful  protest and standing up for the rights of all these women and she was treated even worse.  She was still kept in Segregation,  denied phone calls and the ability to communicate through letters to many people including  her own mother.  This all was brought to the attention  of Christine Tell on more than one occasion,  who once again did nothing.  Christine Tell failed Sharise Sutherland-Kayseas as well as the women of Pine Grove. 

> Death of Kimberly Squirrel- this was a tragic situation and one Christine Tell failed to take responsibility for.  Kimberly Squirrel was an Indigenous Woman who was released from Pine Grove in the winter.  She had no ride to get to where she needed to go and was offered no assistance because she was released from remand so she ended up freezing to death.  This is negligence of Christine Tell who claims there were no resources to help people coming out from remand.  Who Let's someone out in the cold of winter with no where to go? Christine Tell office allowed it, and does not take accountability for it. Christine Tell's office and the Ministry failed Kimberly Squirrel, now her children have no mother due to her negligence.  How this woman sleeps at night I do not understand. 

> Cory Cardinal- Cory was a well known Prisoner Advocate.   He was incarcerated during the pandemic and together we sent many letters to Christine Tell regarding the way inmates were being treated, each time she pretty much disregard them all.  Cory Cardinal was known for his protests which often involved hunger strikes led by him and followed by inmates across Saskatchewan.  Cory was released from Saskatoon Correctional Center last year April and less than 3 months after he was found dead outside due to an overdose.  Cory suffered from addictions and this was no surprise to anyone.  Cory spoke of it and how there needs to be help for those who suffer from addictions.

> Joline Jacques - In December of 2021 Jacques who was a inmate at Pine Grove was held in solitary confinement 41 days, pepper sprayed, tear gassed, stripped naked, and forced by eight guards into a cold shower where she was left all night on cold cement until parts of her body turned blue.  She suffered significant psychological trauma from this and ended up staying 30 days in Saskatchewan Hospital to be stabalized.  She was on remand, but like all inmates she deserved to be treated with dignity and be held in a safe environment.   If anyone on the street did this to someone they would be criminally charged,  but correctional officers seem to be above the law and apparently can do as they like.  Christine Tell was notified about this and what her staff did to this young woman,  again she did nothing.  Christine Tell failed Joline Jacques.

> Ronalda Wescoup, a 40 year old woman was found unresponsive in her cell at the Prince Albert facility on June 4, 2019. Resuscitation efforts by medical personnel were unsuccessful, and she was pronounced dead. There is an inquest into this case, but I can guarantee the negligence of Christine Tell was the cause like everything is.

> October 2021 the Regina Leader Post wrote "Ministry of Corrections and Policing began a cell by cell “ligature audit” of the provincially-operated jails in September. The document said the audit was prompted by recent deaths at correctional centres. This year to date there have been three inmate deaths at the Regina jail and three at the Pine Grove Correctional Centre in Prince Albert, although the causes have not yet been released. They will be subject to upcoming death inquests".  I think it's fair to say that the causes were to to the lack of mental health services for inmates, once again the negligence of Christine Tell.  Why did 6 deaths have to occur and still no improvement. Anyone who seeks to make institutions safe foe all, would have seen the problem with the first death, and been proactive and concerned and did all to prevent any others from happening.  Christine Tell failed, she did not care and 5 more deaths occurred.  Again she is not held accountable for this. Why?  Leader Post in October reported " there have been 46 deaths at provincial correctional facilities since 1995 to the present. At least 26 of those deaths were suicides, and all but one was by hanging — 14 in Regina, six in Saskatoon, three in Prince Albert and two in North Battleford".  Christine Tell has been Minister of Corrections since 2012  she went in knowing of these deaths and consistently stated she will make safer institutions and communities,  she has not done this. Almost 11 years she held the seat as Saskatchewan Minister of Corrections,  and what has she done? NOTHING.  She has failed inmates and their families,  torn families apart, done nothing with the drug crisis in Saskatchewan.  She has caused more harm than good and has been an embarrassment to Saskatchewan.  She failed the inmates,  but also the province as a whole. Christine Tell needs to go.

Looking at the statement of Christine Tell 2021-2022 plan, she states "This plan outlines how the Ministry of Corrections, Policing and Public Safety will support the Saskatchewan Growth Plan by building safer communities, safer facilities and a safe and engaged workforce.  We will build safer communities by promoting effective policing initiatives that facilitate and support dynamic responses to gangs, drugs, and rural crime. We will respond to community needs by engaging community partners through the Gang Violence Reduction Strategy. We will collaborate with our partners through the Drug Task Force to address the impacts of crystal meth, opioids and other drugs on communities. We will provide supports to ensure our facilities are secure and safe".

She has failed on this, Institutions are not safe, drugs get in.  She has done nothing to reduce the drug problem that exists in Saskatchewan.  There continues to be deaths due to overdoses from drug use.  There is lack of support for those incarcerated and once they are released many fall back to that lifestyle because they got no help.  Cory Cardinal wanted help, he sought help before and after his release, but got nothing . So much for Christine Tell working to address the impacts of drugs in our community, had she did her job Cory Cardinal would got the help he desperately wanted.  Christine Tell will not take accountability for Cory's death, she failed Cory and so many others.

>Pine Grove Correctional Center- there are so many issues here, not just the negligence of this carbon monoxide leak that could have been prevented had There been detectors installed. Once again she not lived up to her plan for safety of the institution and violated these women's rights as she is responsible for their safety.  Once again she does not hold herself accountable for her negligence. She failed the women at Pine Grove.

Christine Tell has proven to fail at many things she planned to do.  When is someone going to stop allowing her to fail?
