Oppose re-zoning/proposed development at foot of Signal Mtn (Signal Mtn Rd/Glendale Drive)

The Issue

We, the following residents of Chattanooga and Signal Mountain, strongly oppose and ask City Council to reject the request to re-zone four lots at the intersection of Glendale Drive and Signal Mountain Road submitted by Houchens Industries. Re-zoning case #2016-077. We believe this development will only make this dangerous intersection more dangerous. We believe it is highly inappropriate to place a commercial development of this size on a major curve, at an intersection where drivers are ascending in one direction and descending in the other. The proposed grocery store and gas station will be approx. 10,500 square feet with 50 parking spaces, will involve cutting into the side of the mountain, the removal of tons of mature trees, will require a massive retaining wall, will operate 18 hours a day, 7 days a week and will have its entrance and exit on a tiny side street not designed for this type of development. The Glendale Drive residents have already made a concerted effort to curb traffic on their 1/2-mile narrow, winding road by installing six large speed bumps. This road has no sidewalks and was never intended to be a major artery from Signal Mountain Road to Mountain Creek Road. We feel commercial development of this size should be contained to the section of Signal Mountain Road that is seven lanes; it should not creep up the mountain where the highway decreases to 3 lanes. We also feel this development is not needed in any way as the 1-mile stretch between Hwy 27 and this proposed development already has FIVE gas stations with a sixth one being planned near the Hwy 27 on-ramp. Also within this one mile stretch are two large grocery stores - Food City and Super Walmart. Within a half mile of this proposed development on Mountain Creek Road is yet another gas station, a Dollar General and a huge empty building that once was Food Lion.That is why we can say this proposed glorified convenient store and gas station does not serve the greater good, is absolutely of no value to us, is not worth the danger to the drivers up and down the mountain, NOT worth the danger and inconvenience of the Glendale residents, not worth turning this beautiful residential area into an extension of the already very commercialized Signal Mountain Road. We request City Council to deny this re-zoning request.
