Fire and arrest officer Jarrett Tonn of Vallejo PD for the murder of Sean Monterrosa

The Issue

Sean Monterrosa was kneeling with his hands up when Vallejo police shot and killed him at a local Walgreens during protests for George Floyd on June 2nd. He was unarmed and cooperative, but Vallejo police officer Jarrett Tonn shot Sean five times from the backseat of an unmarked police car with an AR-15. Killing Sean instantly with a bullet to his neck.

In the bodycam footage release, one officer, believed to be Jarrett Tonn, asked an officer: “What’d he point at us?” The other officer, believed to be the driver, responded: “I don’t know, man.”

All Sean had was a hammer in the pocket of his sweatshirt.

He was a loving son and brother who worked with Latinx youth in the community and was dedicated to making a difference. He was part of various programs such as MYEEP, Boys and Girls Club of San Francisco, Horizons Unlimited, DJ project, 7 TEEPEES, and Job Train in Menlo Park where he graduated the program as a carpenter and top 5 in his class. He was a reader and an athlete who cared deeply for others—Sean’s very last text to his sister was a petition to get justice for George Floyd.

Officer Jarrett Tonn of the Vallejo Police Department has a troubling history of violence. He shot and killed Sean in the police equivalent of a drive-by — never even getting out of his vehicle — and shooting Sean through the window of his car. It’s outrageous. Officer Tonn has been involved in three other shootings on duty in the last 5 years alone—and his department is just as violent. The Vallejo Police department has the highest rate of shooting residents in Northern California, and multiple officers have killed more than once.

Not only did Vallejo PD wrongfully kill Sean, but they also left his sisters and family in the dark, frantically searching for their loved one with no information until they called the Solano Coroner themselves.

Though California State Attorney General Xavier Becerra has committed to “review and reform” Vallejo PD, Sean’s family is fighting hard to receive real justice.

Officer Jarrett Tonn has now been taken off of paid administrative leave and is back in the streets of Vallejo. We demand:

  • Chief Shawny Williams fire and arrest Jarrett Tonn for the murder of Sean Monterrosa.
  • Have an outside independent commission be formed for the investigation of the slaying of Sean Monterrosa, and the officer's disciplinary records are released and made public.
