Why is Chemo Saturation not funded on the NHS when the efficacy results show on over 90% cases the results are positive?

Why are some cancer treatments funded where the individual cost per patient far out way the the cost of others….ie Chemo Saturation 40k:cycle against Car T cell treatment 300K???
