Stop the extension of Highway 41 through the Phillips community

The Issue

It has long been a problem in the Mount Pleasant area that Highway 41 is clearly not sufficient to provide access to newer subdivisions such as Dunes West, but, as important as it is to provide better access, it is tantamount that the county does not further damage the smaller and quieter communities that have already suffered as a result of the increased traffic and noise on Highway 41.

The Charleston County Council has determined that in order to increase traffic flow to new wealthy Mount Pleasant subdivisions (notably Dunes West, Park West, and Rivertowne), Highway 41 will be widened to five lanes, cutting into the historic African American Phillips Community. Doing this will result in the seizure of property from and massive increase of unsafe traffic around a community that is in no way responsible for the problem, and all because the larger and wealthier subdivisions have selfishly lobbied to divert the traffic that they create away from their own neighborhoods.

Not only are there easy alternatives to widening 41, a county-run study in 2017 determined that routing traffic around the Phillips community rather than through it would improve traffic more than expanding 41 would, but aggressive lobbying by the wealthier Mount Pleasant communities drove the County to backpedal and eventually reverse this decision. Again, these communities are proposing that their traffic be routed through the Phillips community even though it will be less effective!

To the Charleston County Council, County Administrator Bill Tuten, and DCA Public Services Jim Armstrong: It is the aim of this petition to urge Charleston County and the County Council to adopt Alternative 7A (the alternate route shown in the picture) rather than widen Highway 41. Alternative 7A will improve traffic, provide more direct access to Park and Dunes West, and most importantly, not harm the Phillips community, compared to Alternative 1, which will result in worse traffic, less access, and harm the historic community that was there first.
