Stop people who own dogs deemed dangerous who have attacked people or animals from having a second chance to own these dogs or any dog if it's found to be an ongoing problem.  

Recently two dogs attacked and killed a small dog and injured the owner of the small dog on his property as he was trying to defend her here in Mesquite NV.  The owners of the dogs had them off leash.  Since then, they were allowed to try to get them back but were unsuccessful. However, they have acquired 2 more that have been seen off leash. 

Off leash dogs are a threat.  Once deemed dangerous, there should be NO second chances. 

We, the undersigned, want the City of Mesquite to rescind the 2nd Chance law in our city.  Once a dog has attacked and maimed or killed another dog or a person, and was off leash, the owners that allowed it should be made to surrender their animal, and pay a hefty fine.
