We MUST stand up and change the WV animal laws. There are no laws in WV stating once it reaches a certain temperature a pet must not be left outside. Right now it is -2 with a wind chill of -25. I contacted authorities regarding a german shepherd who is left outside 24/7 with just a plastic dog house with absolutely no insulation. He is without water often so the neighbors fill his bowl. This is all neglect and animal cruelty in my eyes. There is nothing that can be done because there are no laws. This must be changed, animals have no voice so we must be their voice and stand up for them!
