Change to Skyline 2026 ICDC Qualification Policy

The Issue

Gathering support for change against Skylines 2026 ICDC policy that only allows top 2 to qualify and doesn't allow bumps.

For comparison, the Utah DECA State rules clearly state that the top 3 from written events and top 4 from roleplay events qualify, and additional teams can qualify through bumps up to 6. 

The current Skylines 2026 ICDC policy limits team qualification to only the top 2 finishers and does not allow for bumps, which unfairly excludes talented and hardworking teams from having a chance to compete at higher levels.

We believe this policy does not reflect the spirit of fair competition and opportunity. Many teams put in countless hours of preparation, practice, and dedication, yet are automatically disqualified under these rules even if they perform at a high level.


By adjusting the policy to allow additional teams to qualify:

  • Encourage more participation and engagement from all teams.
  • Recognize and reward effort, talent, and preparation, not just ranking.
  • Promote a more inclusive and motivating competitive environment for future Skylines participants.
