Change the Ordinance to Allow Part-Time Officers outside of city limits/State of Iowa

The Issue

My significant other, is a dedicated member of the Shenandoah, IA Police Department and has been with the department for over 12 years. I have seen firsthand how hard he and his colleagues work to keep our city safe. However, there are times when manpower is stretched thin due to various reasons such as vacations, illnesses or unforeseen emergencies. This is why I am advocating for an ordinance that would allow part-time certified law enforcement officers from our neighboring states of Eastern Nebraska and Northwest Missouri to serve in the Shenandoah Iowa Police Department.

This move would not only bolster our local police force but also provide valuable cross-state experience for these officers. It's important to note that these part-time officers are already certified and experienced in their home states and the state of Iowa; they bring with them a wealth of knowledge and skills that can greatly benefit our community.

According to the Bureau of Justice Statistics (2018), smaller police departments often face staffing challenges due to budget constraints or recruitment difficulties. Allowing part-time officers from neighboring states could be a cost-effective solution for Shenandoah while ensuring we maintain high levels of public safety.

The city council has the power to make this change by passing an ordinance allowing this practice. We believe it's time they consider this option seriously for the betterment of our community's safety and security.
