Change the laws of Prevention Of Cruelty Animals Act, and help give justice to a pup!

The Issue

Inhumane behaviour is strictly intolerable in any part of the world. This applies not only to other human beings but also animals who live with us.

Recently a video was uploaded to Punjab Kesari's Facebook Page which showed a man taking a brown puppy and throwing him off the terrace where the puppy (almost) died a painful and sudden death.

My appeal to the Police Department is that this man, along with the cameraman filming this entire incident (who also didn't bother to stop him from doing this) immediately be arrested for abusing and criminal action demonstrating inhumane behaviour towards an animal and charge him for killing an innocent.

UPDATE: Well, the two men, named Gautham Sudarsan and Ashish Paul, in VC Dr MGR Medical University, were arrested in the next few days, but were soon released when each of them paid a fine of Rs. 50 (fifty rupees only.)

  • According to the law, Killing of a dog or other pet is absolutely illegal and very inhumane and its almost like murdering a human being. The act amounts to cruelty on animals defined under Section 11 of The Prevention Of Cruelty to Animals.This amounts to serious offence. And it must be immediately lodged as F.I.R with the area police station . It is an offence committed under Section 428 and Section 429 of Indian Penal Code. Section 428 of the IPC deals with the punishment for committing mischief by killing, poisoning, maiming or rendering useless any animal or animals of the value of ten rupees or upwards. The punishment for such acts amounts to imprisonment of either description for a term which may extend to two years, or with fine, or with both. While Section 429 of the IPC deals with the punishment for the same nature of crime but for the animals of the value of fifty rupees or upwards. The punishment in this case will be imprisonment of either description for a term which may extend to five years or with fine, or with both.

This law was probably fine when it was made, but in today's generation, the law asks for a penalty that's too easy to pay for anyone.  I mean, who can not pay fifty rupees and walk off? 

My appeal to the High Court of Chennai is that the laws of The Prevention of Cruelty Animals Act,1960 be revised and give a higher penalty and a stricter action. 

Apart from this, I request Dr Senthilnathan, the dean of the college, to debar the two students from every medical college in India, and help give justice to this crime. We can not afford to have doctors, who find it amusing to torture a poor animal for the sake of publicity

I am not aware of the Criminal Laws and its Clauses, but every human with a heart can clearly see that this is something which is not acceptable in any part of the world. Probably not even in the universe. What had the dog done? He didn't even know what was happening. Why kill an animal for being famous on Facebook? Is this what our social media influence has come to? This is not acceptable. This crosses all boundaries and deserves strict action. Doing stupid things for gaining unnecessary attention in the social networking sites is being quite a hobby for the youth of India and it is disgusting to see how far people go to achieve all this. This should be brought to a stop at once.

I ask all of you to sign this petition and bring justice to all the animals who are being treated in such gruesome manner. I want the Police, no matter which state this guy belongs to, to find him and charge him against all the laws he's broken. Not to forget the cameraman who allowed to pull of these stunts. There should be strict punishment given to this group of people.
