In September 2012, officer Richard Jouppi was employed as an officer in Duluth Minnesota. In an extremely graphic video he is seen viciously assaulting a disabled Native American man in a detox facility. After being fired as an officer in the city of Duluth, he was re-hired in Cambridge-Isanti Minnesota. This petition was created to bring attention to the violent actions displayed in a non-threatening situation, and in hopes of removing Jouppi from his duties of a police officer.
