Change notification practices in Texas jails
The Issue
On July 30, 2020, my life changed forever when my beloved son, Julian, passed away while in custody at the Bexar County Jail in San Antonio, Texas. During the moments when he needed his family the most, we were left in the dark—unaware of his critical condition until it was too late. We received the devastating news more than ten hours after he was taken to the hospital.
This tragic delay deprived us of the chance to be by his side, to hold his hand, and to say a proper goodbye. Our story is not unique. Many families across Texas experience similar heartbreak, trapped in uncertainty and suspended in fear, waiting desperately for an update that comes too late.
Therefore, I urge you to help me advocate for a compassionate reform in notification practices for all detention facilities across Texas. There should be an established, enforceable policy requiring jails to notify families within a two-hour window of any catastrophic medical event or hospitalization involving their loved one. This is not just a question of operational efficiency but a matter of basic human decency and dignity.
Bexar County alone saw over 2,500 incidents requiring hospitalizations from detention in 2022, according to a local government report. If even a fraction of these instances involved delayed notifications, it means thousands of families faced unnecessary anguish.
Transitioning to a more prompt communication system is feasible. Sheriff's departments and jail facilities already possess the technology to implement rapid alerts via text, email, and phone calls. Allocating resources to train personnel and setting clear guidelines for urgent communication can prevent further emotional trauma and ensure accountability.
Every human deserves the dignity of having their family informed in a timely manner. Let us not wait for another tragedy to spark action. Instead, let Julian's and countless other stories serve as a catalyst for change.
