Change Maryland State law for historic vehicle tags

The Issue

Maryland car enthusiasts, collectors, and vintage automotive lovers are in dire need of a reform in the state law governing historic vehicle registration. Currently, the threshold for a vehicle to be eligible for a historic tag in Maryland requires the vehicle is manufactured in 1999 or older. This new regulation has placed an unnecessary burden on thousands of collectors and vintage car owners who want their vehicles recognized and preserved as important pieces of automotive history.

Historic vehicle designation is vital for the preservation of automotive heritage. Vehicles that are 20 years old certainly contribute significantly to this history, embodying the innovations, designs, and characteristics of their eras. By requiring vehicles to be 1999 or older, many cars from the early 2000s, representing a pivotal era in automotive technology and design, are unjustly excluded from this designation. 

The previous 20-year requirement was not only more inclusive, but it aligned Maryland with numerous other states that recognize the 20-year milestone as sufficient for historic status. Re-instating the 20-year rule is a simple yet impactful adjustment that would bring uniformity, fairness, and an acknowledgment of more recent automotive history.

Furthermore, this change will invigorate the local economy. Historic vehicle owners invest heavily in the restoration and maintenance of their vehicles. These activities generate significant business for local mechanics, parts shops, and small businesses specializing in vintage vehicle preservation.

Lastly, historic plates restrict the use of these vehicles to limited driving conditions, ensuring that the primary purpose of these cars remains preservation rather than daily commuting. As such, concerns about emissions and infrastructure strain are neatly addressed within the existing limits for historic vehicles.

We urge the Maryland State Legislature to consider the cultural, economic, and historical significance of reverting back to a 20-year eligibility requirement for historic vehicle registration. This change will ensure that more vehicles are preserved for future generations, maintaining our rich automotive heritage.

Thank you for reaching out about this issue. The Environment and Transportation Committee has two bills that is under consideration that addresses this, HB 4 and HB 125. They both will have a hearing on February 27th.
