The online drawing system for Boatwright Wildlife Management Area (WMA) was put into place in the fall of 2020 due to COVID-19 for the 2020-2021 duck season.  The online draw system has allowed continued use of the WMA by compliance with the Governor's pandemic response/orders by eliminating in-person contact that used to occur at the morning in-person hunting spot drawing held in previous years.  As a result of the new online draw system, successfully drawn duck hunters are notified of a guaranteed hunting spot at least two days in advance (results posted on Sunday, with hunts starting on Wednesday). By having advance notice of a guaranteed spot to hunt, it has allowed duck hunters from all across the state of Kentucky to make plans to make the drive down to Boatwright WMA to hunt it.  In prior years, a long drive without knowing whether or not a hunting spot was guaranteed was a deterrent for these hunters who live farther away.  The online draw system has increased access to duck hunting all across the state, which is a good thing for the Kentucky Department of Fish and Wildlife and the local economy surrounding Boatwright WMA.

This petition is asking to please keep the Boatwright WMA online draw system for future duck seasons.  The draw system allows those from farther away a chance to hunt a public WMA that their hunting license fees help pay for and support.  A license bought in Louisville, Lexington, Bowling Green, Owensboro, Henderson, etc. should carry just as much priority to hunt Boatwright WMA as does a license bought in the immediate Ballard County region.

The current online draw system however is not perfect, but with some revisions for the 2021 – 2022 duck season, it could better accommodate both locals and those who live farther away.  A suggestion of 80% of the available hunting spots shall be filled through the online draw system with spots awarded each week at least 2 days in advance (results posted on Sunday, with hunts starting on Wednesday).  Assuming COVID-19 measures are no longer required, the remaining 20% of the available hunting spots shall be placed in a drawing pool to be awarded utilizing the original in-person morning drawing held each day of the hunt as it has been conducted in the past.  Additionally, any successful online drawing winner who does not check-in prior to the in-person morning draw will forfeit their online draw spot and it will be added into the drawing pool for the morning in-person draw.

The online draw system has been a welcomed change and the efforts of the Kentucky Department of Fish and Wildlife Resources are to be commended for quickly implementing the technology necessary to conduct the online draw.  This work should continue moving forward into the future, with possibly a few revisions, so that all Kentucky duck hunters are given an ample opportunity to hunt Boatwright WMA.
