Council Tax needs to be managed on a national not a local borough basis.
Council Tax should be dynamic - based on a national property valuation and rebased when a person extends their property, not once they move out.
How can people in a £300,000 Band E house in Hartlepool not receive the £150 rebate, while people in a £800,000 Band D house in Westminster do?
Some of the richest boroughs in London pay less council tax than the majority of poorer boroughs in the UK.
E.g. Westminster Band H pays £1,658 and Barking & Dagenham Band H pays £3,425.14.
