The Issue
As a local resident of the Village of Spring Valley NY and member of a religious institution in the village, I am deeply impacted by the recent resolution that limits the amplification of sound during permitted events in our public park. This regulation confines amplified sound to just one hour during an eight-hour permit event - a change I believe has far-reaching implications on our right to free speech.
My pastoral group, alongside other religious institutions in Rockland County, uses this park to conduct outreach programs for homeless citizens. These events often require more than an hour of amplified sound for music, speeches, and sermons, vital aspects of our community outreach efforts. The new restriction is not just inconvenient; it is an infringement on our right to free speech as well as religious freedom.
According to the Universal Declaration of Human Rights, everyone holds the right to freedom of opinion and expression. This includes the freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers (Article 19). Furthermore, the First Amendment to the United States Constitution protects freedom of speech and freedom of religion.
The restriction in Spring Valley Public Park interferes with these basic rights and liberties, and as such, it is crucial that we challenge this resolution.
