The problem I'd like to solve is to ban leaving animals in the cold. We need to give them a voice and give animal owners the right education they need before owning a pet. Also this type of neglect is not okay. When they are whining and the grounds and houses are iced over, what kind of person does this to a loving animal. We need better laws.
