Ever since I was a child, going to the Sapangdaku river has always been my favorite time of the day. Aside from the little freshwater crabs and tadpoles, going there means seeing a community of women, men, and small children gather to collect clean water for their daily needs. At an early age, seeing that a whole community depended on the river for water, I knew how important it was to preserve its cleanliness.

Last July 15, we received news that a new public cemetery will be developed by the Cebu City Office at Sitio Patayng Yuta and Baksan (both located at Brgy. Sapangdaku) in response to the COVID crisis. This conflicts with the health and environmental concerns of the citizens benefitting from the river:

(1) Decayed waste materials from corpses contain viruses, bacteria, and chemical decomposition products that could mix with the nearby groundwater. These byproducts could transmit water-borne diseases thus potentially harming everything that is consuming the water -- people, animals, and plants. (The Impact of Cemeteries on the Environment and Public Health, WHO Regional Office for Europe, 1998.)

(2) Once this gets approved, Brgy Sapangdaku will not be the only one suffering, but other places below it as well e.g. Brgy. Guadalupe since they are connected.

(3) Brgy Sapangdaku is a part of the Central Cebu Protected Landscape (CCPL) which is protected by RA No. 9486. This act aims to conserve and rehabilitate the places involved for (a) Cebu's long-term supply of potable water (b) key biodiversity. Proceeding with the development defeats the purpose of this act since it involves cutting trees for space and potentially polluting the water source from the corpses.
