Cease and Desist Demand to the African Union Regarding Unlawful Representation
The Issue
To the United States Department of State, Congress, and Office of the President of the United States
We, the undersigned—so-called African Americans, many of whom identify as Copper-Colored American Indian and Indigenous Peoples of the Americas—hereby assert our standing as U.S. citizens under domestic jurisdiction, not as subjects or diaspora representatives of the African Union (AU) or any African state.
We do not identify as African nationals, nor have we elected or consented to any foreign entity representing our interests. The African Union’s ongoing efforts to:
Speak or act on our behalf
Receive or manage reparations intended for us
Enroll us into the “Sixth Region” initiative
Position themselves as intermediaries for our identity, migration, or cultural restitution
…are unauthorized, unlawful, and violate both national and international law.

⚖️ Our Legal Standing
We assert our right to self-identify, self-govern, and petition based on:
1. The U.S. Constitution
1st Amendment: Right to petition and self-expression
14th Amendment: Equal protection and national jurisdiction
2. UN Declaration on the Rights of Indigenous Peoples (UNDRIP)
Article 3: Indigenous peoples have the right to self-determination
Article 19: States and institutions must obtain free, prior, and informed consent before making decisions on behalf of Indigenous peoples
Article 33: The right to determine our own identity and membership
3. Vienna Convention on the Law of Treaties
Article 46: Invalidates treaties made in violation of domestic law or without lawful authority
We are not part of any foreign body politic. We are not under African governmental, tribal, or civil authority. No agreement, treaty, or ratified charter has lawfully authorized the African Union to act in any representative capacity for us.

❌ Legal and Ethical Violations by the African Union
If the African Union or its affiliates proceed in claiming to represent us, the following violations may apply:
18 U.S. Code § 1001 – False representation or concealment in international affairs
18 U.S. Code § 1343 – Wire fraud (if funds or agreements are misrepresented via electronic means)
18 U.S. Code § 371 – Conspiracy to defraud U.S. citizens
UNDRIP Article 8 – Cultural assimilation or destruction as a form of genocide
UN Charter, Article 2.7 – Non-intervention in domestic matters of sovereign states
We have not been consulted. We have not voted. No legitimate council has been formed to permit this negotiation. Therefore:

1. A full cease and desist by the African Union and all Sixth Region affiliates from claiming representation over us in any international forum.
2. That the U.S. government publicly affirm that Copper-Colored American Indian citizens of the United States are not represented by foreign entities and will not have their reparations or identities intercepted.
3. That all foreign initiatives involving "African Americans" be paused unless conducted with verified democratic consent, tribal participation, and open consultation with the affected Indigenous communities.
