The Issue

Carry-over of excess continuing education hours. A licensee who completes more than eighteen hours of board-approved continuing education during a compliance period may carry over not more than four excess hours to the immediately succeeding compliance period, provided the licensee completed at least twenty-two hours of board-approved continuing education during the compliance period in which the excess hours were earned. Carry-over hours shall be applied only as general continuing education hours and shall not be used to satisfy the ethics, preneed ethics, laws and rules, and in-person, face-to-face topics or hours. Carry-over hours may not be carried forward beyond the immediately succeeding compliance period. The four hours of continuing education credit relating to the Ohio Department of Insurance continuing education transcript, as authorized under paragraph (J) of rule 4717-9-01 of the Administrative Code, shall not be eligible for carry-over. A licensee claiming carry-over hours shall certify such completion on the renewal application and shall retain certificates of completion sufficient to document the excess hours in accordance with rule 4717-9-03 of the Administrative Code. Failure to provide documentation of claimed carry-over hours upon audit shall result in disallowance of the carry-over hours and may constitute failure to comply with the continuing education requirements for the applicable compliance period.
