Documented conditions across multiple units include black mold growth at HVAC vents spreading onto surrounding walls and ceilings, extensive water staining indicating active water intrusion, sagging ceilings and peeling paint, a rusted food storage appliance that management told residents to simply throw outside, heavily soiled appliances and surfaces indicating units were never cleaned between tenants, and damaged fixtures throughout.

These are not minor maintenance issues. These are health hazards affecting students who start school next week, many of whom have no alternative housing and no car to leave.

Hillsborough County Code Enforcement cases have been filed. Formal written notices invoking Florida Statute 83.51 have been submitted. Management has responded by opening a maintenance list, telling residents not to use the portal on move-in day, refusing to provide corporate contact information when requested, and doing nothing.

We are demanding Cardinal Group Management immediately commit in writing to professional mold remediation, repair of all water damage, replacement of unsanitary appliances, and rent abatement for every day units remain in uninhabitable condition.

These are college students. This is unacceptable.
