NC BREEDERS RIGHT TO USE PROFESSIONAL BREEDERS
The Issue
The G.S § 90-187-10 (6) of the NC Veterinary Practice Act currently exempts any person providing for or assisting in the practice of artificial insemination from needing to be licensed veterinarian in the state of North Carolina. On May 7, 2020, Dr. Susan Bull, president of the North Carolina Veterinary Medical Board (NCVMB) created at committee of Dr. Ronald Komich, Dr. Kim Gemeinhardt and Krissie Newman as Chair to work on clarifying and updating G.S. §90-187-.10(6).
In July of 2020, the North Carolina Veterinary Board unanimously voted to propose that the exemption in the NC Veterinary Practice at G.S.§90-187.10(6) be amended to add the words, "in food and fiber animals", so the subsection would read, "Any person from providing for assisting in the practice of artificial insemination in food and fiber animals.
Adding food and fiber animals, will effectively make it illegal for canine, feline and equine breeders to perform artificial inseminations for others or assist in one. It will also close 3 main canine reproductive centers in NC that breeders rely on for assistance and semen cryopreservation, that are not owned by veterinarians. This includes, Infinity Canine, LLC, Blocks Sporthounds, INC and JAGS Canine Lab.
This small but greatly impacting amendment could mean the end of breeders choosing who helps them with their breeding program and could also prohibit them from performing artificial inseminations as well. It will affect 3 non veterinary owned canine reproductive businesses that breeders across NC and surrounding states have come to rely on for their reproductive services, including semen cryopreservation. It will effectively close them down and force breeders to seek simple procedures for breeding with veterinarians only. There are currently only 3 veterinary practices and the NC College of Veterinary Medicine that offer full reproductive services in North Carolina; of course at a much higher cost
The 3 centers in NC listed above, provide professional knowledge, clean and sanitary conditions, client education on best breeding practices and many other needed services that veterinarians are not able to offer as easily. By closing the doors to these businesses, it will cause an increase in non professional people in doing the breeding's, as they will be the ones out of sight of the board in order to be stopped.
