Canada Post Closing Outlets Without Any Documented Criteria – Request Accountability!

The Issue

Our original petition, Stop the Closure of the Vic West Postal Outlet, gathered over 1,000 signatures in just four weeks, reflecting strong public opposition to the loss of a vital and profitable local service. That support has continued to grow as more facts have come to light.

On October 28, 2025, Canada Post permanently closed the postal outlet at Pharmasave Westside in Vic West. The outlet had served the community for more than 16 years, was consistently among top performing dealer operated locations, and generated revenue for Canada Post while operating at no cost to the Corporation.


Canada Post later confirmed that the closure was not based on poor performance or cost savings. It was justified under broad “network management” decisions.

Following this, a federal investigation by the Office of the Information Commissioner of Canada was conducted.

 

That investigation confirmed:


• There is no documented policy governing the closure of dealer operated outlets

• The decision was made without any written analysis, report, or evaluation

No market needs or community impact assessment was conducted

No documented criteria were produced to support the closure

• The decision was made through verbal approvals during a management meeting

• The Board of Directors was not involved

 


This means a public service used by thousands of residents in a growing, walkable community was removed without documented standards, analysis, or accountability. 

 

Impact on the Community
 

The consequences are immediate and ongoing:


• Seniors, small businesses, and residents without vehicles must now travel to neighbouring communities to access postal services

• A neighbourhood of more than 8,000 residents, with over 2,000 additional homes planned, has lost a key public service hub

• Canada Post eliminated a revenue generating, cost neutral outlet while reporting significant financial losses nationally

 

Since the closure, part of the space has been repurposed to provide UPS and Purolator parcel services. While helpful, these do not replace the full range of public postal services that were removed. 

 

A Broader Issue


Vic West is not an isolated case.

Similar dealer operated outlets have been closed in Victoria, Vancouver, and other communities across Canada.

The federal investigation confirms that these decisions are being made without documented criteria or transparent standards.

This raises a national concern:

How are public service reductions being decided, and on what basis?

 

Our Position
 

This petition is not about reopening one outlet.

It is about ensuring that decisions affecting public access to essential services are made with:


• documented criteria

• proper analysis

• transparent processes

• public accountability

 

We Call On Canada Post and the Government of Canada To:
 

• Disclose the policy and decision criteria used to close dealer operated outlets

• Account for decisions made without documented analysis, impact assessment, or review

• Suspend further closures made under “network management” until a transparent process is established

• Ensure future decisions align with the Canadian Postal Service Charter and the public interest

 

Why This Matters


If no documented criteria exist, similar decisions can be made in any community, at any time, without transparency or accountability.

That is not how public institutions should operate.
