Campaign for the full adoption of the Buttercup Leys Estates

Campaign for the full adoption of the Buttercup Leys Estates
The Issue
📝 Petition:
For the Full Adoption and Regulation of Buttercup Leys Estate.
To Derbyshire County Council, South Derbyshire District Council, Persimmon Homes, and Samantha Niblett MP.
We, the residents of Buttercup Leys Estate, call for the full adoption of all roads, open spaces, and communal infrastructure on our estate — including those currently under the control of private estate management company Wards.
🏘️ What We’re Asking For:
We urge you to:
Work together to adopt all internal estate roads, footpaths, open spaces, lighting, and other communal areas into public ownership under relevant agreements (e.g. Section 38 and Section 106).
Negotiate with Persimmon Homes and Wards to enable this transition.
Advocate for national reforms that give councils the legal powers to enforce adoption of estate infrastructure in the future.
❗ Why This Matters:
Currently, large parts of the estate remain under private, unaccountable management, with no clear legal handover or proper resident consultation. This has caused:
Ongoing confusion and disputes over responsibilities.
Lack of transparency in service charges.
Inconsistent maintenance standards.
A two-tier system where residents pay twice – council tax and service fees.
✅ What Adoption Will Achieve:
By adopting the estate infrastructure, local authorities will:
Ensure maintenance meets public safety and quality standards.
Deliver fair and transparent governance.
Bring the estate in line with accountable public infrastructure.
Protect residents from exploitative or unclear private management practices.
📣 A Call to Action:
This is not just a local issue — it reflects a national problem faced by thousands of households on new-build estates across the UK.
We call on:
South Derbyshire District Council and Derbyshire County Council to work together to prioritise adoption and protect residents.
Persimmon Homes to take responsibility for enabling the transition.
Samantha Niblett MP to raise this matter in Parliament and support legislative reform of estate management practices.
✍️ Sign This Petition If:
You live on Buttercup Leys.
You support fair estate management.
You believe councils should have the power to adopt and maintain estates in the public interest.
Together, we can make Buttercup Leys a safer, more transparent, and better-managed community.
