Chiediamo al presidente Emmanuel Macron, ai Capi di Stato e di Governo e ai rappresentanti europei, di avviare a seguito della conclusione della Conferenza sul futuro dell'Europa, coordinata dalla Francia, una nuova Costituente europea: per il rafforzamento della legittimità democratica delle istituzioni europee, per la difesa dei nostri valori europei di libertà e tolleranza e per una maggiore integrazione nei campi della difesa ed energia. 

We ask to sign this manifesto, addressed to the President Emanuel Macron, to the Presidents and the Prime Ministers of the 27 European Members and to European Leaders, to establish a Constituent Assembly, within the Conference on the future of Europe, helded by France, for: a strong democratic legitimacy of the EU institutions, in defense of our European values of freedom and tolerance, and an integrated energy, foreign and defence policy.

CALL FOR THE FUTURE OF EUROPE

Facing one of the most dramatic moments of our common history

WE FIRMLY BELIEVE 

In the fundamental values of freedom, democracy and legally constituted state, guarantee of peace among people and harmony among Nations, which derive from the integration of our economies;

THAT FREEDOM IS THE HEART OF THE EUROPEAN COMMON HOUSE

In these last weeks, our freedom and principles were again threatened around our borders. The PEOPLE OF EUROPE are close and united to react against who is undermining the democracy, the peace and the European values.

WE STAUNCHLY OPPOSE

Tyranny and war which are the main threats to our social and economic model. 

 

Along the ongoing Conference on the Future of Europe, helded by France under the coordination of the President Emmanuel Macron,

WE ASK

• To the President of the European Council and the President of the European Commission
• To the President of the European Parliament
• To the Presidents and the Prime Ministers of the 27 European Members
• To the Presidents of the National Parliaments
• To the Leaders of the main European and National Parties, who draw their inspiration from the common European house.

TO ESTABLISH A CONSTITUENT ASSEMBLY

That can rally all the Represantatives of the People of Europe, in order to guarantee:

A STRONG DEMOCRATIC LEGITIMACY OF THE EU INSTITUTIONS
Only a Europe highly legitimated by citizens, will be able to react to the global challenges that we are going to face. We ask for the empowerment of the European Parliament and the relevant democratic rights, with a direct election of the main Community bodies.

THE CREATION OF A EUROPEAN AREA OF TOLERANCE AND FREEDOM IN THE WORLD
Europe must become the land of opportunities, where European and Global citizens can make their dreams come true. The right of citizens to the pursuit of happiness and to the achievement of their ambitions, already in the US constitution, must become one of the fundamental values of the EU, as a sign of particular attention on the hopes and future of the new generations.

AN INTEGRATION OF OUR FOREIGN POLICY AND DEFENCE
Peace is a fundamental right of the European citizens. The preservation of peace and freedom depends on a common foreign policy and upon the creation of a common Military Defence, for an effective management of geopolitical crisis and threats, which cannot be faced individually.

AN INTEGRATED ENERGY POLICY AMONG EU COUNTRIES
A common energy policy is necessary to increase security and guide our economie through the ecological transition, targeting a green, inclusive and sustainable economic growth.

AN ECONOMIC AND SOCIAL SOLIDARITY AMONG THE PEOPLE OF EUROPE AND THOSE THAT SHARE THEIR VALUES
We must make our economies and our governance more resilient, closer and more cohesive, by augmenting the democratic engagement of its people and accountability of its key institutions. Concurrently it must seek to foster de-centralization, in respect of the autonomy and the diversity of people and regions of Europe, according to the Community motto “United in diversity”

MANIFESTO PER IL FUTURO DELL'EUROPA

Attraversando uno dei passaggi più drammatici della nostra storia comune,

AFFERMIAMO CON CORAGGIO E DETERMINAZIONE

Di credere fermamente nei valori fondanti di libertà, democrazia, stato di diritto garanzia della pace tra i popoli che deriva dall’armonia tra le nostre nazioni e dall’integrazione delle nostre economie;

CHE LA LIBERTA' E' L'ELEMENTO CENTRALE DELLA CASA COMUNE EUROPEA.

La nostra libertà ed i nostri principi si trovano nuovamente minacciati ai nostri confini, i POPOLI EUROPEI sono stretti e uniti per rispondere a chi attenta alla democrazia, alla pace e ai valori d’Europa.

AFFERMIAMO 

Che la prepotenza e la guerra sono la principale minaccia alla nostra prosperità e al nostro modello sociale ed economico.

 

Sulla scia della Conferenza Sul Futuro dell'Europa, presieduta dalla Francia, sotto il coordinamento del Presidente Emmanuel Macron,

CHIEDIAMO

• Al Presidente del Consiglio Europeo e alla Presidente della Commissione
• Alla Presidente del Parlamento Europe
• Ai Capi di Stato e di Governo dei ventisette stati dell’Unione
• Ai Presidenti dei Parlamenti nazionali
• Ai Leader delle principali forze europee e nazionali che si ispirano ai valori della casa comune.

L’AVVIO DI UN PROGETTO COSTITUENTE,

Che chiami a raccolta i rappresentanti dei popoli europei per garantire:

IL RAFFORZAMENTO DELLA LEGITTIMITA DEMOCRATICA DELLE ISTITUZIONI COMUNITARIE 
Solo un Europa fortemente legittimata dai cittadini è in grado di rispondere alle sfide globali che abbiamo di fronte. Chiediamo il rafforzamento del Parlamento Europeo e dei diritti democratici nell’elezione dei principali organi comunitari.

LA CREAZIONE DI UNO SPAZIO EUROPEO BALUARDO DI TOLLERANZA E DI LIBERTA NEL MONDO
L’Europa deve diventare la terra delle opportunità, capace di realizzare i sogni dei cittadini europei e del mondo intero. Il diritto alla ricerca della felicità e a poter realizzare le proprie ambizioni nel rispetto dei diritti degli altri membri della comunità, già presente nella costituzione americana, deve essere integrato tra i valori che sostengono l’Unione, quale simbolo di attenzione verso il futuro delle nuove generazioni e alle speranze del domani.

UNA STRETTA INTEGRAZIONE DELLA NOSTRA CAPACITA’ DI DIFESA
La pace è un diritto fondamentale dei cittadini dell’Unione Europea. Il mantenimento di uno spazio europeo votato alla pace, alla libertà passa attraverso la creazione di una Difesa comune europea, quale risposta efficace alle crisi e alle minacce geopolitiche, che non possono essere affrontate singolarmente 

IL RAFFORZAMENTO DELLA SICUREZZA ENERGETICA TRA PAESI UE.
E’ necessaria una politica comune in materia energetica, per accrescere la sicurezza dell'Unione Europea e guidare il tema fondamentale della transizione ecologica della nostra economia, per una crescita pulita, inclusiva e sostenibile. 

LA SOLIDARIETÀ ECONOMICA E SOCIALE TRA I POPOLI EUROPEI
Dobbiamo rendere la nostra economia e il popolo europeo più forte e coesi, attraverso una maggiore unione economica e politica che sappia valorizzare l’autonomia e le diversità delle regioni e dei popoli che abitano la casa comune, secondo il motto dell’unione: "Unità nella diversità”

En les valeurs fondamentales de liberté, de démocratie et d'État de droit, garantes de la paix entre les peuples et de la concorde entre les Nations, qui découlent de l'intégration de nos économies;

Que la liberté est l'élément central de la maison commune européenn

Ces dernières semaines, notre liberté et nos principes ont été menacés à nos frontières. Les PEUPLES D'EUROPE sont proches et unis pour réagir contre qui porte atteinte à la démocratie, à la paix et aux valeurs européennes.

NOUS NOUS OPPOSONS FERMEMENT 

À la tyrannie et la guerre qui sont les principales menaces pour notre modèle social et économique.

 

Suivant la Conférence en cours sur l'avenir de l'Europe, organisé par la France sous la coordination du Président Emmanuel Macron,

NOUS DEMANDONS

• Au président du Conseil européen et au président de la Commission européenne  
• Au Président du Parlement européen
• Aux présidents et aux premiers ministres des 27 membres européens
• Aux présidents des parlements nationaux
• Aux dirigeants des principaux partis européens et nationaux, qui s'inspirent de la maison commune européenne.

DE LANCER UNE ASSEMBLEE CONSTITUANTE

Cela peut rallier tous les Représentants des Peuples d'Europe, afin de garantir :

UNE FORTE LÉGITIMITÉ DÉMOCRATIQUE DES INSTITUTIONS EUROPÉENNES
Seule une Europe fortement légitimée par les citoyens, pourra réagir aux défis mondiaux auxquels nous allons être confrontés. Nous demandons l'habilitation du Parlement européen et les droits démocratiques correspondants, avec une élection directe des principaux organes communautaires

LA CREATION D'UN ESPACE EUROPEEN DE TOLERANCE ET DE LIBERTE DANS LE MONDE
L'Europe doit devenir la terre des opportunités, où les citoyens européens et mondiaux peuvent réaliser leurs rêves. Le droit des citoyens, qui sont à la poursuite du bonheur et à la réalisation de leurs ambitions, déjà inscrit dans la constitution américaine, doit devenir l'une des valeurs fondamentales de l'Union Européenne. Avec une attention particulière portée sur les espoirs et l'avenir des nouvelles générations

UNE INTÉGRATION DE NOTRE POLITIQUE ÉTRANGÈRE ET DE DÉFENSE
La paix est un droit fondamental des citoyens européens. La préservation de la paix et de la liberté dépend d'une politique étrangère commune et de la création d'une défense militaire commune, pour une gestion efficace des crises et des menaces géopolitiques, qui ne peuvent être affrontées individuellement.

UNE POLITIQUE ÉNERGÉTIQUE INTÉGRÉE ENTRE LES PAYS DE L'UE
Une politique énergétique commune est nécessaire pour accroître la sécurité et guider notre économie dans la transition écologique, visant une croissance économique verte, inclusive et durable.

UNE SOLIDARITE ECONOMIQUE ET SOCIALE ENTRE LES EUROPEENS ET CEUX QUI PARTAGENT LEURS VALEURS
Nous devons rendre nos économies et notre gouvernance plus résilientes, plus proches et plus cohérentes, en augmentant l'engagement démocratique de ses citoyens et la responsabilité de ses institutions clés. Parallèlement, elle doit chercher à favoriser la décentralisation, dans le respect de l'autonomie et de la diversité des peuples et des régions d'Europe, selon la devise communautaire "Unis dans la diversité".
