The Issue

We, the undersigned residents of the Harrison Ranch Community Development District (CDD), call for the prompt resignation of the current CDD Board due to serious breaches of community trust and professionalism that have materially undermined confidence in District governance.

CDD Supervisors exercise public authority, manage public funds, and make decisions that directly affect residents’ daily lives, property values, and shared community resources. Recent events and publicly documented conduct demonstrate a failure to uphold the standards of professionalism, impartiality, and accountability expected of public officials.

This petition does not arise from policy disagreements or isolated mistakes. It reflects a broader pattern of conduct that has eroded public confidence and calls into question whether the Board can continue to function credibly and effectively in its fiduciary and quasi-governmental role.

Our Requests

1. Full Board Resignation

We call on the entire Harrison Ranch CDD Board to resign promptly to allow a lawful reset of District governance and restore public confidence. A lawful process should then be used to restore a functioning governing body so the District may continue operating until residents determine future leadership through elections.

2. Minimum Alternative Request: Individual Resignations

If the full Board does not resign, meaningful accountability requires, at a minimum, the resignation of the following Supervisors due to their central involvement in conduct that has damaged community trust:

Thomas Benton
Julianne Giella
Victor Colombo

Frequently Asked Questions (FAQ)

What is this petition asking for?

This petition calls on the Harrison Ranch Community Development District (CDD) Board to resign due to serious breaches of community trust and professionalism, and to allow a lawful reset of District governance.

────────────────────────────────────────

Is this about policy disagreements or politics?

No. This petition is not about policy differences, elections, or routine disagreements. It reflects a broader loss of confidence in the Board’s professionalism and ability to govern credibly.

────────────────────────────────────────

Does this petition force anyone to resign?

No. A petition cannot compel resignation. It is a lawful and appropriate way for residents and stakeholders to collectively express loss of confidence and call for accountability.

────────────────────────────────────────

Why call for resignations instead of waiting for elections?

When public trust breaks down, resignations provide a faster and less disruptive way to reset governance, restore confidence, and stabilize operations while preserving residents’ right to determine future leadership through elections.

────────────────────────────────────────

What happens if the entire Board resigns?

The District does not shut down. A lawful process would be used to restore a functioning governing body so the District may continue operating until residents determine future leadership through elections.

────────────────────────────────────────

Who would serve on a restored governing body?

Anyone serving would be required to meet the legal qualifications for CDD service, which generally means they must be qualified electors of the District. This ensures leadership comes from the community itself.

────────────────────────────────────────

Does the HOA have any role in this process?

No. The HOA is a separate entity and has no authority over the CDD, its Board, or District governance.

────────────────────────────────────────

Why does the petition also name individual Supervisors?

If a full Board resignation does not occur, the petition identifies a minimum alternative: the resignation of specific Supervisors whose conduct is most closely associated with the loss of community trust. This provides a realistic path toward accountability.

────────────────────────────────────────

How long will the petition remain open?

The petition will remain open for signatures until the concerns raised are meaningfully addressed and public confidence in District governance is restored.

────────────────────────────────────────

Can residents pursue other accountability options?

Yes. Members of the public may pursue lawful oversight through available state processes, including filing complaints with the Florida Commission on Ethics, if they believe ethics laws were violated.

────────────────────────────────────────

Is this petition affiliated with the HOA or any political group?

No. This is a resident-initiated effort. It is not affiliated with the HOA, any political campaign, or any government entity. All participation is in a personal capacity.
