The Issue

Petition to the European Union: Protect the Human Rights of Transgender Women and Girls in the UK
To the European Commission, the European Council, the European Parliament, and the governments of EU Member States:

We call on the European Union to make the protection of fundamental human rights a central condition of its future relationship with the United Kingdom.

We are deeply concerned about the treatment of transgender people in the United Kingdom, and particularly the impact of recent and proposed policies, institutional practices, legal decisions, and public discourse on transgender women and girls.

We believe that transgender women and girls must be able to live safely and equally, free from discrimination, segregation, harassment and exclusion. Their fundamental rights should not depend upon their gender identity being accepted or recognized only in some areas of public life.

Our demands
We call upon the European Union to:

Pause the negotiation or conclusion of new EU–UK agreements that provide new benefits, privileges or forms of cooperation to the UK where those agreements fall within the EU's legal and political authority to condition.
Establish clear human-rights benchmarks concerning the treatment of transgender people in the UK, with particular attention to transgender women and girls.
Require meaningful and demonstrable changes across:

UK legislation and government policy;
public institutions and government services; healthcare and education;
workplaces and private businesses;
policing and access to justice;
media and public communications; and
other institutions whose practices materially affect transgender people's ability to participate equally in society.
Establish an independent monitoring mechanism capable of assessing whether the UK is meeting those human-rights benchmarks in practice, rather than relying solely on changes to legislation.

Require a minimum five-year period of sustained compliance and monitoring before negotiations for any new arrangements or benefits covered by this petition can proceed.
Ensure that the assessment considers actual outcomes, including whether transgender women and girls can access services, employment, education, healthcare, public life and protection from discrimination on an equal basis.


Ensure that any future EU–UK agreements contain meaningful human-rights safeguards and consequences for serious or persistent violations, rather than treating human rights as a secondary consideration.


Why this matters:
The European Union has repeatedly presented human rights, equality, non-discrimination and human dignity as fundamental principles. Those principles should apply to transgender people as well.

We recognize that governments have legitimate responsibilities concerning safeguarding, healthcare, public services and the protection of women and girls. Those responsibilities should not be used as a justification for blanket exclusion or discrimination against transgender people.

We are particularly concerned that policies affecting transgender women and girls can have consequences across multiple areas of life simultaneously: legal recognition, access to services, healthcare, education, employment, participation in public life and protection against discrimination.

We therefore ask the EU to examine the UK's record using objective, transparent and internationally recognized human-rights standards, rather than political rhetoric from either side.

We also ask the EU to distinguish between legitimate evidence-based safeguarding measures and policies or practices that unnecessarily exclude transgender people from equal participation in society.

A clear standard
This petition does not ask the EU to punish British citizens or to isolate the United Kingdom indefinitely.

It asks the EU to make future cooperation conditional upon measurable respect for fundamental human rights.

Five years of independently monitored compliance would provide an opportunity for the UK to demonstrate that any reforms are genuine, sustained and implemented throughout its institutions rather than being temporary or purely symbolic.

Until those conditions are met, we call upon EU institutions and Member States to refrain, within their respective legal powers, from granting new special arrangements whose negotiation or implementation would undermine the EU's commitment to equality and fundamental human rights.

We call on the European Union to stand for the principle that transgender women and girls are entitled to dignity, equality, safety and fundamental human rights.
