We demand that the California Legislature & Governor Jerry Brown repeal the Peace Officers Bill of Rights. This is a law which has given unprecedented power to Law Enforcement who abuse and kill citizens. They are given virtual immunity against prosecution under the protection of this law. The ACLU published a report in 2014 stating that African Americans are killed at 3 times the rate of Whites and twice the rate of Hispanics. For these reasons we demand that the State of California protect all rights to life, liberty, and the pursuit of happiness.

Our communities are traumatized by Police and Law Enforcement killings and other forms of violence. So who do you call when Police and Law Enforcement are not doing their job? Tax dollars that could benefit our communities are spent on Police Agencies who do not Serve and Protect.  

This is important because there has been an increase in police killings of African Americans here in California. In most cases the DA & Courts give officers a pass no even with eyewitness and video evidence.

Gov. Jerry Brown was in the final months of his first term when he signed a bill championed by law enforcement groups to limit criminal defendants’ access to peace officers’ personnel records.

The measure “represents a substantial step forward in protecting the rights of law enforcement officers in this state,” then-Attorney General Evelle Younger, Brown’s Republican rival in the upcoming fall election, said in a letter urging Brown’s support.

More than 35 years later, the 1978 law is part of a nearly impenetrable barrier restricting public access to law enforcement disciplinary records and civilian complaints in California.

Eighty-three percent of voters backed enshrining the state’s open-records law in the Constitution a decade ago. Even so, open-records advocates say California residents today have some of the least access to law enforcement records of anywhere in the country. Bills to tighten the restrictions, pushed by politically influential law enforcement unions, routinely sail through the Legislature.

The Police Unions formed from Tax Dollars are now calling the shots in Sacramento to the detriment of African Americans and Hispanics (who are also disproportionately killed by Law Enforcement. There are cases like Kenneth Harding (shot and killed by an officer in San Francisco 2011), Kerry Baxter Junior (19 years old shot and killed in suspicious incident after complaining of Police Harassment in Oakland), James Rivera Junior (16 years old killed by Stockton Sheriff's and Police 2009), Andy Lopez (12 years old killed by Santa Rosa Deputy in 2012). These are some of the cases in which officers killed and were never charged. These numbers can be multiplied by 1000 to get an understanding of the epidemic of Police Killings just in California.

For these reasons we demand that the State of California protect our rights to life, liberty, and the pursuit of happiness.
