Upon the suggestion of a San Diego City Councilmember, I made a Torrey Pine presentation to the Community Forest Advisory Board on 11/14/2018, during the public comment period of their meeting.  They're a group that makes recommendations to the mayor on urban forestry issues.  There were about 12 board members.  I was the only public person.  It was on the 12th floor of City Hall.  You had to park 6 blocks away and go through a security guard to get up there.

This is the presentation:  Page 1Page 2.  I didn't mention aluminum poisoning but focused on the difference between fungal damage and beetle damage hoping that if they could only acknowledge that there is fungal damage that might be attracting bark beetles, or at least working in symbiotic relation with them, it might open the door for more investigation.

And then I sent this follow-up email to the councilmember with copies to several local environmental professionals as a way to spread the word.
