Due to the "Crystal Springs Dam Bridge Replacement Project", Skyline Boulevard (CA-35) has been closed between Crystal Springs Road and Bunker Hill Drive for almost 5 years, and will remain closed for the forseeable future.

Because of this road closure, cyclists travelling on CA-35 are forced to take a lengthy detour that involves descending and re-climbing a significant amount of elevation. Allowing cyclists to use the stretch of I-280 between Hayne Road and Bunker Hill Drive would provide a more direct alternative while the road closure remains in place.

Per the San Mateo County Department of Public Works, this section of road will re-open at the earlest in the summer of 2017. However, all previous estimates provided by the Department have proven to be completely inaccurate, so there is no reason to believe the latest estimate will be any more accurate.

There is precedent to allow cyclists use of small sections of I-280. There are two sections further north that are legal for cyclists in both north- and south-bound directions.
