My name is Kenny. I am a resident in Upland, CA. I have made a petition to address judicial fraud in the Kern and Los Angeles County Superior Courts as a situation that is similar to the criminal scandal that took place under L.A County Sheriff Lee Baca has occurred, but in a civil matter.

On January 25, 2016, a complaint was lodged against the County of Los Angeles in which evidence of violations of the Americans With Disabilities Act of 1990 and the California Medical Information Act were submitted. The complaint was presided by the Honorable Susan Bryant Deason of the Los Angeles County Superior Court (case #BC608112). On May 16, 2016, another compliant was lodged against defendants in Kern County. This case was presided by Honorable Stephen Schuett of the Kern County Superior Court (case #BCV-16-101157). The defendants in Kern County would eventually be represented by Attorney Craig N Braun of Dake, Braun and Monje LLP of Bakersfield CA.

After it was discovered that the Los Angeles County Superior Court allowed a judicial officer who once litigated for the County of Los Angeles to participate in case #BC608112 along with the current counsel for the County of Los Angeles’ motion to quash service of the initial complaint due to the proof of service not being “stamped” by a clerk with the L.A County Board of Supervisors, the case immediately went to the Second District Court of Appeals. The case was dismissed by both the appellate and trial courts without having any of the issues listed on the complaint settled. It isn’t clear as to the exact date that Judge Susan Bryant Deason issued a judgment in this case but the default judgment she issued in which a monetary judgment of $1643.60 was issued without notifying the plaintiff had dates that were inconsistent that were labeled on the document that was filed with the court. John M Coleman is the current counsel for the County of Los Angeles and the individual defendants employed with the County of Los Angeles.

The Los Angeles County Defendants were then enjoined to the Kern County Superior Court case #BCV-16-101157 on January 25, 2017 a year to the date that the Los Angeles County Superior Court case was filed. On or about April 6, 2018, the Honorable Judge Stephen Schuett dismissed the meritorious causes of action on the complaint in which again, were dismissed without settling the questions or facts of the case. The court ordered the Plaintiff to make a fourth amended complaint in which there would have been no causes of action that would have had merit. The plaintiff responded by making a motion stating that he would not conform to the court order due to the fact that the fourth amended complaint would have no merit. (https://issuu.com/kennyshiloh/docs/document1_2c7e59673f37a1 ) On or about October 5, 2018, counsel for the County of Los Angeles was able to revert back and answer only several causes of action to the “stricken” third amended complaint with Attorney Craig N Braun moving for dismissal for failure to make a fourth amended complaint. (see exhibit A https://issuu.com/kennyshiloh/docs/document1_2c7e59673f37a1 When the evidence showing the act of fraud was presented before the court, court clerks with the Kern County Superior Court removed the names of the initial defendants from the court docket on case #BCV-16-101157 along with Mr. Braun’s position as lead counsel.

Judge Stephen Schuett ignored all of the facts that were brought to the courts attention and despite having stricken the third amended complaint, on his and Mr. Coleman’s own motive he allowed the County of Los Angeles to prevail in the matter without issuing a reason why they were able to prevail. This is concerning as the Third Amended Complaint shows that court clerks with the County of Los Angeles deleted citations issued by the Los Angeles County Sheriffs Department against the plaintiff that were presented as evidence to prove retaliation. The complaint was appealed to the Fifth District Court of Appeals in which like the Second District Court of Appeals and the trial court in Los Angeles County, the issues were never resolved which still leaves unresolved questions.

The evidence presented to the courts have clearly shown that this case was rigged. And even looking at the title of the case “Shiloh vs Shiloh” and the current listing on public record makes it clear that there has been judicial fraud committed in this case. What is more concerning is that the judicial officers involved, specifically Judges Kevin C Brazile and Stephen Schuett have also presided over felony cases. With this being said, it is obvious as to how such a concern is warranted as the possibility that individuals were wrongfully incarcerated is high. And due to the judicial misconduct being extremely gross, this is not the first time that these judicial officers have acted in such a way. And this also applies for the counsel for the County of Los Angeles and the Kern County defendants, the court clerks in the trial and appellate courts. And due to the fact that the lone defendants knew about this conduct (who were also eliminated from public record and there is reason to believe they may have “paid to play” a.k.a bribery), they are guilty by association. And due to one of the defendants, Liza M Perez being a deputy clerk herself, she knows exactly how to delete information from the court docket.

And addressing the facts surrounding Judge Susan Bryant-Deason’s monetary judgment in which she issued no reason or statute that justifies her issuing such a judgment, there is no doubt that the Los Angeles County Superior Courts are extorting money from individuals. This is not the first time it has happened as there were several incidents that occurred in it’s traffic division where individuals were charged with additional fines that were never handed down by judicial officers. Even though these allegations have no proof, the fact that the County of Los Angeles deleted the traffic citations that were listed as evidence in the Kern County Superior Court case mentioned previously suggest that more likely than not, those allegations have merit.

My goal is not to retaliate against any person involved but to make sure that what has happened here, and possibly happened to others ends now. The only goal(s) that are set here are the following. First and most importantly, Judges Susan Bryant-Deason, Kevin C Brazile and Judge Stephen Schuett along with Justice Brad Hill of the Fifth District Court of Appeals needs to be recalled. This is a reasonable (and direly needed) request because of what was discussed earlier as they have the livelihoods and freedom of others in their hands. If one compares the acts done here in which court clerks have deleted information from the court docket to the acts done by employees with the County of Los Angeles in the jails in which employees with the County of Los Angeles attempted to hide FBI informant Anthony Brown, it is obstruction of justice. Secondly, every single case whether it be criminal or civil that these judicial officers have presided over needs to be reviewed, period. Third, every single court clerk in the Los Angeles and Kern County Superior Courts needs to be brought to justice. And fourth, Attorneys Craig N Braun and John M Coleman be disbarred as this misconduct has made them the “poster children” of judicial fraud.

California PC 470 Penal Code:
(a) Every person who, with the intent to defraud, knowing that he or she has no authority to do so, signs the name of another person or of a fictitious person to any of the items listed in subdivision (d) is guilty of forgery.
(b) Every person who, with the intent to defraud, counterfeits or forges the seal or handwriting of another is guilty of forgery.
(c) Every person who, with the intent to defraud, alters, corrupts, or falsifies any record of any will, codicil, conveyance, or other instrument, the record of which is by law evidence, or any record of any judgment of a court or the return of any officer to any process of any court, is guilty of forgery.

18 U.S.C 1503:
18 U.S.C. § 1503 defines "obstruction of justice" as an act that "corruptly or by threats or force, or by any threatening letter or communication, influences, obstructs, or impedes, or endeavors to influence, obstruct, or impede, the due administration of justice."

After looking after these two statutes and applying them to the facts and evidence, this entire matter is saturated with these penal codes which requires action.

Overall, my goal is to have these individual court clerks who oversee the records of criminal and civil cases in both counties brought to justice along with the recall of the judicial officers who have allowed and encouraged these clerks to do what they did. It is time that these judicial officers who have repeatedly been able to escape punishment be made an example of as these individuals are a threat to the judicial system. If this had been maybe one or two small issues, it would be futile to make this petition. But since there are a multitude of violations to the point that one could write a novel, this is the courts, the judicial officers and the court clerks character. They are experienced at doing these things. The following are a list of judicial officers that played a significant part in this act of judicial fraud that should be impeached:
