Chartier Family started this petition to California Board of Parole Hearings

We are writing this letter to request that the Double Murderer, Walter Joseph Lewis, NEVER BE RELEASED FROM PRISON! He was released once before in 1978 after serving 13 ½ years for the violent murder of a man he stabbed multiple times! Within 6 months, Lewis returned to San Diego and murdered again! On the morning of 3/4/79, Lewis parked his car across the street from Robert’s home. Lewis knocked on his door and when Robert answered, Walter pushed his way into Robert’s home. Walter took a claw hammer from a bag he held and violently beat Robert (our loving brother, son, uncle and husband) on his head until he was lifeless.

Robert’s wife Kris and sister Dolores have never missed a hearing all these years, from 1991- 2020. After the last hearing, Dolores called and was told the next hearing would be in 3 years. Now we have been notified the next hearing would be in only 1 year and 7 months in August 2021.

Lewis has lied at every hearing and has NEVER SHOWN REMORSE! He said he apologized to our mother Martha Chartier and the family, but that is absolutely false.  He has only admitted that years after the murder, that he beat Robert on the head with the claw hammer, “because he was angry.”

The anxiety and stress of knowing we have to keep going to these hearings is agonizing for our family!  And if he is released, we will not have peace for the rest of our lives. Every knock on the door will be a knock from this monster!

The fact is, he murdered our dear Robert while he was paroled! He was already given a second chance. It’s hard to fathom the parole board gambling that he won’t murder again. Not to mention would be willing to put our family through more pain. He may be older now, but he’s far from being debilitated or incapacitated. He can and will be a danger if released. Department Spokesperson, Dana Simas stated, “… these changes would help to reduce the prison population by allowing incarcerated persons to earn their way home sooner.” Home? What home? He has been in prison his entire adult life. He has no family to take care of him or give support. He lacks the social skills to integrate. He isn’t a, “non-violent 3 strikes” inmate. He is a vicious, cold-blooded double murderer!

We are pleading with you; please keep this remorseless and dangerous killer in prison, where he belongs. Please, provide us some with some sense of peace and continue to protect our family.

Sincerely,

The Family of Robert Chartier
