Corruption, according to Rose-Ackerman (1996, p. 365), “occurs when officials use their positions of public trust for private gain.” It is “an extralegal institution used by individuals or groups to gain influence over the bureaucracy” (Leff, 1964, p.   . One of the primary reasons for the country’s incompetence and corruption is the concentration of power in the hands of a few families. Political dynasties have existed in the Philippines for decades and the 1987 Constitution, intended to limit their power, has done little to stop their control.
