Fund a Secure, Clean and Active Battery Portal Site for Public Enjoyment

The Issue

Battery Portal is a ~1.6 acre parcel located between 1st, Western, Battery and Bell.  This incredible parcel presents a once-in-a-lifetime opportunity that can benefit our entire City, but only if we make an investment in its future. 

Battery Portal's most immediate needs relate to interim activation plans that will provide our community a vibrant, clean and safe outdoor space:

  • appropriate fencing with lockable entry/exit gates
  • trash receptacles
  • artwork
  • incorporation of history: this land was once home to the Duwamish people
  • funds for stewardship and activation such as food trucks, music, community events and more

Appropriate fencing and activation will help deter nuisance uses, encampments, lower maintenance costs, and bring enjoyment to visitors, downtown businesses, and residents.  A modest investment can begin transforming this idle parcel into a productive space to bring people together in close proximity to our downtown businesses, iconic attractions, and regional transportation hub.

Belltown United requests that the Metropolitan Improvement District (MID) Ratepayer Board, acting alone or in concert with the City, SDOT, SCL, Parks and other organizations immediately deploy $295,000 to fund the aforementioned capital improvements and activation projects at this site.   This formal request represents only 7.4% of the $4MM unrestricted reserve surplus available to the MID through the end of its current fiscal year June 30, 2021.
