We The People are asking Congress to install the Buffet Rule with budget improvements to end the deficit.
First, what could be changed:

Median 2016 Salary of elementary school Teacher . . .. .$55,380

Income of Medicaid recipient ............ .. ........ ................ $1,400 to $4,000
We CAN kill the deficit, saving Social Security and Medicare for ourselves!
Warren Buffett, 2011, in an interview with CNBC, offered one of the best quotes about the debt ceiling:
"I could end the deficit in five minutes," he told CNBC. "You just pass a law that says that anytime there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election".
The 26th Amendment ( granting the right to vote for 18 year-olds ) took only three months and eight days to be ratified! Why? Simple! The people demanded it. That was in 1971 - before computers, e-mail, cell phones, etc.
Of the 27 amendments to the Constitution, seven ( 7 ) took one ( 1 ) year or less to become the law of the land - all because of public pressure.
This is one idea that really should be Installed:
Congressional Reform Act 2017
1. No Tenure. A Congressman / woman collects a salary while in office (Buffet Rule) by election and receives no Federal pension when they're out of office unless they have worked for the Federal Government 20 years or more and that pension will be no more than 35% of their last year of salary.
All other Federal Government non military employees must work 20 years or more to receive a Federal pension of no more then 35% of their last year of salary.
2. Government may not take or borrow from the Social Security Trust Fund for any reason.
3. Congress may not reduce SocSecurity/Medicare/Medicaid benefits.
4. Congressional pay will rise by the lower of CPI or 3%.
5. Congress must equally abide by all laws they impose on the American people.
Serving in Congress is an honor. The Founding Fathers envisioned citizen legislators, so ours should serve their term(s) as elected and then go home and go back to work.
Congress hasn't proposed any way to kill the deficit while preserving Social Security and Medicare for us and for our children.
It's time.
