BSNL: WHAT ARE WE PAYING FOR? Fix Broadband Speed and Connectivity Issues(Frequent Disconnections & Red Internet Light) or Pay customers back

The Issue

BSNL the most common and so called best available wired landline broadband in Goa is neglecting customers the same way it is neglecting Broadband services.

BSNL has always had broadband disconnections from time to time every few hours which we think to be normal. But according to an international law internet access is a human right. And disconnection from the internet is hence a violation to human rights. Please refer to these links for more about this law.

Recently the frequency of disconnections that take place is very high. Almost every 5 to 10 minutes. And during the night the internet light on the modem router goes red for hours and fails to go back to green leaving us disconnected from the internet for hours. I can fairly say that this is a common issue and not just a personal one. I have friends staying literally miles apart  who complain of the same issue.

The local exchange does their best by checking my phone line but can't do anything about it. So I have to call the Panjim BSNL center to fix this issue. The Panjim BSNL center has 3 phone numbers (0832-2434343, 0832-2423741,0832-2423800). But after calling all 3 numbers the only message I hear is that those numbers are out of order. So I keep trying all 3 numbers and after 5-10 minutes of continuous calling there is sometimes one(any) of the 3 numbers that work. From this it is clear that none of the numbers are out of order but BSNL fools its customers by faking out of order messages on thier phones.

I contacted my local exchange to fix the red internet light issue happening every night but they said they can't do anything about it and that I have to contact the BSNL center in Panjim. So after all the trouble I went through trying to get in contact with the BSNL center in Panjim I finally got connected and explained my issue to the person that picked up the call. He couldn't help me saying that I have to contact my local exchange to fix my line. I also told him that my local exchange can't do anything about the red internet light issue. But he still insisted that I have to contact my local exchange. What am I supposed to do now?

I am currently lagging behind on my Third Year(Final year) project that has to be submitted next month beacuse I do not have proper access to the internet. I will not be able to complete my projects in time if this issue is not fixed. I pay a large amount for my broadband connection. Rs. 950/- per month plus tax. And still have to suffer with the worst broadband services. My friends also pay high amounts and complain about the same.

Hence I suggest BSNL cut our internet bills for every second of internet disconnection or pay us back for every second of disconnection. And this should be done whether there are few or many disconnections. I am sure BSNL has records of when there are disconnections for every user. It's time that is put to use for our benefits.

Why the disconnections exist is not our concern. That is for BSNL to fix.

This addition to the petition regarding speed of BSNL Broadband has been requested by public demand

I would like to add that recently, this month(March 2014) the speed has dropped to an unbearable level and keeps fluctuating. Considering the speed offered by BSNL is already unbearable(towards which action has never been taken), the further drop in speed has become extremely frustrating. The speed has dropped to a quarter of what we are promised by our respective broadband plans. How can BSNL turn a blind eye to this? Aren't we all still paying the same high bills?

If BSNL at Goa isn't doing anything about this I at least hope BSNL at Delhi take some action towards these EXTREMELY FRUSTRATING ISSUES and CUT DOWN OUR BILLS(by paying us back).
